If you’re interested in immigrating to Canada and want to settle in a specific province or territory, you have to follow their procedures. The provincial nominee program (PNP) allows provinces and territories to nominate applicants who meet their own criteria. If you are selected as a provincial nominee, the province will support your application for Canadian permanent residence.

Who can apply

To apply for the PNP, you must be nominated by a province or territory. You must also meet the eligibility requirements. These include:

  • Being eligible to apply for the program

  • Having a valid temporary work permit

  • Being a skilled worker, business person, or international student

The province or territory will select an applicant who meets the provincial criteria.

Once you have been nominated by a province or territory, you may apply for permanent residence. The province or territory will select an applicant who meets the provincial criteria.

You have 30 days to submit both documents. If these are not submitted within this time frame it can be costly: failure to provide required documents may result in a $1,000 penalty fee per application plus the cost of obtaining new supporting documents.

If you do not meet the requirements for nomination by the province or territory where you want to settle (for example, if your employment falls below 70% full-time), then that province or territory will not nominate you under PNP and cannot approve your permanent residence application.

Similarly, if an employer withdraws their offer of employment because they no longer wish to hire a candidate under PNP or if they fail to provide timely evidence that they have met with and interviewed an applicant as required by their Provincial Nominee Program agreement with the federal government; then both parties may be subject to penalties—including disqualification from further participation in the Provincial Nominee Program (PNP).

The Canadian province or territory that you apply for must nominate you for this program. If they don’t, then your application will be rejected. You must also meet all of the criteria set by IRCC before they will approve your application.
